Members and the chair are selected by the Secretary from authorities with particular expertise in, or knowledge of, matters concerning HIV and AIDS. Council members are invited to serve for overlapping terms of up to four years; terms are contingent upon the authorized continuation of the Council.

The Presidential Advisory Council on HIV/AIDS (PACHA) is sworn in and holds its initial meeting. PACHA provides advice, information, and recommendations to the President through the Secretary of Health and Human Services on domestic and global HIV/AIDS policy issues.
